Rigino became the second signing that First Team Manager Bruno Ribeiro has made since he came in at the club, following the arrival of Kjell Knops earlier this week.
The 21 year-old was delighted to put pen to paper and begin lift at Vale and gave a few words, after a long day.
Cicilia said: "It's great to get the deal done I'm very excited that I have signed here and I just can't wait now for the season to begin next month, I am very excited to get started here.
"I have spoken a lot with Bruno and he has been very welcoming to me and so has everyone at the club and hopefully I can do well for him and the club and can play very well and score a lot of goals.
